ChatGPT ads: what a small business needs to know.

A Canadian small business can now buy ads in ChatGPT on its own. The ad appears below the answer, separate from it, and targets users on the Free and Go plans. The product is still in beta, several industries can’t use it in Canada, and there are no performance benchmarks yet. For most small businesses, it is a test to run alongside Google Ads, not instead of it.

In short

  • Ads appear below ChatGPT’s answer, labelled as sponsored. According to OpenAI, they don’t influence the answer.
  • In Canada, users on the Free and Go plans have seen ads since April 16, 2026. Go is a paid plan, but Plus and higher plans have no ads.
  • A Canadian business can open its own account in OpenAI’s Ads Manager, still in beta.
  • Outside the United States, legal services are prohibited, and health and financial services generally are too.
  • Our view: worth a test with a limited budget, a dedicated page and lead tracking, if Google Ads already works for you.

How does advertising on ChatGPT work?

OpenAI started testing ads in the United States on February 9, 2026, then opened the platform to other countries. The idea is simple: someone asks a question, ChatGPT answers, and an ad may appear after the end of the answer. It is labelled as sponsored and visually separated from ChatGPT’s text.

Fictional illustration, not a screenshot. The ad comes after the answer, separate from it and labelled as sponsored.

Each ad includes the advertiser’s name, its icon, a headline, a short text, an image and a link to a landing page. There are no keywords in the Google Ads sense: OpenAI picks the ad based on the context of the conversation, the landing page, the ad text and “context hints” provided by the advertiser. These hints describe situations, for example a homeowner comparing heating systems; OpenAI notes that they don’t work like exact keywords.

When several ads are eligible, a second-price auction weighted by relevance decides which one appears. OpenAI states that ads run through systems separate from the conversation model and that advertisers can neither change nor rank ChatGPT’s answers. Paying does not put your business in the answer itself.

Is advertising on ChatGPT available in Canada?

Yes. OpenAI started showing ads to Canadian users on April 16, 2026, at the same time as in Australia and New Zealand. On the advertiser side, the self-serve Ads Manager is available in Canada: the business that advertises and gets billed must be established in a listed country. As of September 23, 2026, advertising was available in more than 60 countries.

Two limits to know about. First, a new account may at first be limited to its own country; other markets open up after identity verification and a certain level of spending. Second, targeting by province, city or postal code exists “where available”, according to OpenAI: check in the tool what is possible for your region before you build your plan.

Who sees the ads, and who doesn’t?

Ads target users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu subscribers don’t see any. OpenAI does not show ads to accounts identified as belonging to people under 18, and no ads appear near sensitive topics such as personal health, mental health or politics.

For a small business, this limit matters more than it seems. A manager who uses ChatGPT through their company’s Business plan will never see your ad. If you sell to other businesses, some of the decision-makers you want to reach are out of range. If you sell to consumers, homeowners or families, the audience can instead be broad. OpenAI publishes no Canadian figures, though: its 1.2 billion people per week is a global number and also counts subscribers who don’t see ads. The known figures are gathered in our online advertising statistics for Canada.

On privacy, OpenAI states that it does not share conversations with advertisers and never sells user data. Advertisers receive aggregated data, with no information that identifies a person. Users can turn off personalization, hide or report an ad and delete the data used for ads.

Which businesses can advertise in Canada?

This is the question to settle before any other. For now, OpenAI’s ad policies focus mainly on consumer goods, local services, travel, digital products and education. Several industries well represented among Quebec small businesses remain closed outside the United States.

Eligibility under OpenAI’s ad policies (September 10, 2026 version), for a Canadian advertiser.
IndustryIn CanadaExamples
Local servicesAllowedRenovation, roofing, heat pumps, landscaping, moving
Consumer goodsAllowedE-commerce, home, fashion, sporting goods
Travel and leisureAllowedLodging, activities, events
Digital products and educationAllowedSoftware, apps, training
Legal servicesProhibited outside the United StatesLaw firms, notaries
HealthGenerally prohibited outside the United StatesDental clinics, physiotherapy, care services, aesthetic clinics
Financial servicesGenerally prohibited outside the United StatesAdvisors, loans, insurance
Categories refused everywhereProhibitedAlcohol, tobacco, gambling, dating, politics, health claims

The examples in the third column are ours, to place OpenAI’s categories in context; when in doubt, the policy prevails, and OpenAI reviews some advertisers case by case. Cosmetic injections such as Botox are no exception: OpenAI accepts certain minimally invasive cosmetic procedures in the United States only, case by case. The policy also prohibits misleading ads and ads that imitate ChatGPT’s interface. Your landing page must not block the OpenAI crawlers that read it to review the ad.

How much does advertising on ChatGPT cost?

You choose an objective, and the billing method follows: pay per impression (cost per thousand impressions), per click, or let OpenAI aim for conversions. Even with the conversions objective, you don’t pay per conversion; you pay for impressions or clicks, and the tool looks for the people most likely to act.

  • Minimum daily budget per campaign: CA$25.
  • Click bidding: OpenAI recommends starting with a maximum of US$3 to US$5 per click.
  • Billing after the fact, by credit card, when your spending reaches a threshold.

What OpenAI doesn’t provide yet: performance benchmarks. Its own FAQ states that the platform has no points of comparison by industry or campaign type. Nobody can tell you today what a quote request from ChatGPT will cost. You have to measure it in your own business.

How do you know whether your ads are paying off?

Ads Manager reports impressions, clicks, spend, click-through rate, average cost per click and conversions. For conversions to be real, you need to install OpenAI’s pixel or its Conversions API on your website, or at least UTM parameters to track visits in Google Analytics. OpenAI also offers connections with Google Analytics 4, HubSpot and Shopify.

A click is not a customer. What counts for a small business is the number of qualified leads and their cost: forms filled in and calls received, tied to the campaign that produced them. It is the same work as for Google Ads, and it gets set up before you launch a single ad. If you don’t have this tracking yet, start there; it is what we put in place in our advertising campaigns.

Should your business try it now?

Our position is simple: ChatGPT Ads deserves a test, rarely a main budget. Google Ads reaches people who are already searching for your service, with years of data and proven tools. ChatGPT reaches people who are thinking, comparing and asking questions. The two can complement each other, but a test only makes sense if your main channel already works and can be measured. If you are still unsure about that main channel, our guide Google Ads or Meta Ads will help you choose.

The test is worth it if these conditions are met:

  • your industry is allowed in Canada under OpenAI’s policies;
  • you sell mostly to individuals, since Business and Enterprise plans don’t show ads;
  • your Google Ads campaigns already produce leads whose cost you know;
  • you have a landing page in French and call and form tracking;
  • you can set aside a test budget you are willing to lose, over a few weeks.

Wait instead if you are a lawyer, dentist or financial advisor in Canada (your industry is closed for now), if you mainly target decision-makers at large companies, or if you don’t yet know what a lead costs you on Google Ads. In that last case, the problem to fix is not the channel.

How do you get started, step by step?

  • Check your industry in OpenAI’s ad policies before anything else.
  • Create your account in OpenAI’s Ads Manager, in the name of your Canadian business.
  • Set up tracking: pixel or Conversions API, UTM parameters, call tracking.
  • Prepare a landing page in French, dedicated to the advertised offer.
  • Write your context hints as customer situations, not as a list of keywords.
  • Set a daily budget and a test period, then a stop rule: the cost per lead above which you stop.
  • Review the results every week and compare the cost per qualified lead with that of your other channels.

The product changes fast: new countries, new formats, updated rules. Reread OpenAI’s policies and help pages before launching a campaign, even if you read this guide recently.
